Democrats Heavily Promote Fred Hawkins for Florida HD42...but WHY?

This past week I noticed some individuals are filling the Facebook "airwaves" (so to speak) with Pro-Fred Hawkins postings.  I found this odd since they also are endlessly spamming timelines with Pro-Russ Gibson propaganda.  Hawkins is on the Republican Primary Ballots for a House seat and Gibson is on the Democrat Primary Ballots, running for Sheriff.


Hawkins, you might have heard was recently suspended from his Osceola Commission seat by the Governor of the great State of Florida.  Reason?  He is under indictment on felony charges for impersonating a law enforcement officer using an honorary "special deputy" badge issued by, who else? Sheriff Russ Gibson. He flashed it and threatened a citizen with arrest.

One Facebook participant, in a Polk County Political Group, made a snarky remark with reference to the FL_HD42 race about their "candidate of choice" being the most sainted person to walk planet Earth (ok, ok, I'm paraphrasing).  It dawned on me that I clearly remember all the Gibson promotions and comment banter coming from that profile in an Osceola group. That's when the light bulb went off in my head...

I looked it up and they are registered as a DEMOCRAT.  They don't have a horse in the Florida House District 42 PRIMARY race!  Ok, ok, I admit....sometimes I'm a tad slow....hey, I'm getting old.  😉

So why the heavy promotion of Fred Hawkins by DEMS?

My theory is that the Democrats know they have a good chance at winning that seat if Fred Hawkins is the Republican candidate in the November race. They know that many people would be willing to put up with two years of a Democrat just to ensure that Fred doesn't get to Tallahassee to vote according to the agenda of his special-interest handlers, while ignoring the best interests of his constituents.  The people of Osceola are quite familiar with this M.O. having experienced it first hand with Fred as a Commissioner.  The Democrat hopeful would certainly be the lesser of the two evils, although I have heard her referred to as "Fred in a dress". 

Fred wants Fred, the developer lobby wants Fred, the waste industry wants Fred and now the Democrats want Fred too!  Be smart and just say #HellNoHawkins2020 in the August 18th primary.

Fred Hawkins: Silent on Landfill Expansion; Broken Promises

Since 2008, Osceola County Commissioner Fred Hawkins sat silently as his district (District 5) turned into a huge dumping ground known as J.E.D. Landfill under the control of a private corporation (1) where he has employment ties.(*)

His nonchalant attitude about the dangers of waste has everything to do with the fact that he works in the industry. He views garbage, including coal ash, as a revenue source(2) rather than a toxic soup that has potential to foul our drinking water and poison our environment.  He systematically turned a blind eye and remained silent to the changes that turned JED from the promised, small regional landfill meant to serve county needs into "a million dollar” industry(*).  Revenue over health...when it comes to Fred Hawkins, it's always about money.

It wasn't suppose to be that way.  In 1998 (prior to Fred's tenure on the Commission), the county elected to settle when threatened with a lawsuit(3) by the landfill owners because they were denied Conditional Use Permits to locate a landfill on certain Agricultural/Conservation lands. 

It should be noted that the proposed 1999 agreement was for a small regional landfill that had some beneficial cost savings components for the citizens.  But the promises that placated the citizens and satisfied the County Commission into allowing it to move forward slowly fell by the wayside.

This was what was initially pitched

 In 2004 Fred Hawkins, while employed by the company that owned the landfill, received an appointment to the Planning Commission which makes zoning and conditional use permit recommendations. Shortly thereafter, the first condition of the initial landfill agreement which called for accepting waste only from counties adjacent to Osceola was changed.  Suddenly all Florida counties could dump at the JED Landfill (CU04-00019).  Coincidence?  You decide.

In 2005 Conditional Use is changed from a maximum height of 178 ft. to 330 ft. (CU05-00054), negating the promise that it would never be seen from the highway.

In 2011, while Fred Hawkins was a commissioner and while employed at the landfill, CU11-00008 was issued which expanded the landfill footprint from 264 acres to 360 acres and deleted certain conditions to coincide with a new agreement being negotiated with the county.

While Fred can truly claim that he didn't vote for the 2008 and 2011 CU changes (since his family receives royalties and he has to recuse himself), Fred's silence in fighting or relaying information on the impact those changes would have on his constituency speaks volumes about his character.  He literally allowed District 5 to become a million dollar garbage dump and his family gets to laugh all the way to the bank with their royalty checks.  More room for waste means more potential for royalty fees. 

Our landscape is forever changed since he didn't speak up when they requested a change in the conditional use permits from the 1999 pitched idea of 200 acres, 98ft height with a 30 year capacity to currently approved massive 330 ft. height that in his own words “…my daughter's grandchildren would not see the end of this landfill...”(*)

It is as visible as the NY World Trade Center is from New Jersey.  Our rural beauty has been scarred and it all took place during Fred Hawkins tenure as Osceola County Commissioner for District 5.

While he couldn't vote on the amended agreement that allowed Coal Ash from outside the state, specifically Puerto Rico, based on documents obtained from public records requests, he actively participated in the negotiations via lunch meetings and conference calls. All to benefit the bottom line of his former private sector employer.

Is this the person you want legislating your future?  I don't.  Can you just imagine Fred Hawkins having a say in the fate of biosolids in Florida?  Another reason I say #HellNoHawkins2020

Fred Hawkins Campaign Blocking the Truth? #AfraidOfGranny

Fred Hawkins campaign machine is on the case and recently started sending out text messages begging people to sign petitions to get him on the ballot without having to spend a mere pittance of his $192,000+ War Chest.  Ok, we all like to to take the frugal way out and I don't deny he has the right to do so, but should people who spend their hard earned money on phone service be subjected to what pretty much amounts to SPAM? 

In light of their campaign push, I joined a Polk County Politics group on facebook to provide insight on what I have learned about Fred Hawkins over the years.  I have lived in his district for the entire time he has held office and even voted for him in 2008....before his true self came to light. He and his "pipedream" visions for our future show he will always side with big business and corporations at the expense of the quality of life of the people who actually live in his district.  Remember he supported the Urban Growth Boundary expansion into our water recharge areas, helped negotiate bringing Coal Ash from outside the state of Florida into Osceola County and is leading the effort to placate his large campaign donors by trying to undo the "in perpetuity" clause on conserved lands so a road can be built in Split Oak Forest WEA.

I commented on a few items posted by Zac Stone in the Polk political group. Mr. Stone appears to be a part of Fred's campaign staff. Some of my questions included inquiring why I was blocked on the campaign page from posting comments.  I don't curse, only post verifiable facts but I do ask a lot of hard questions.  There was no reply.

In one response to me, Zac mentioned Fred's "leadership", so I replied with a link to an article I wrote a few months back about Fred on that very subject.  The comment exchange become quite interesting when Zac replied that it was "all fake news" and written by "dedicated internet trolls". 

Obviously Fred's campaign staff doesn't fall far from the tree. Zac Stone didn't do his due diligance regarding my blog and spoke less than factually.  Fred does the same.  He just responds with whatever answers he thinks makes him sound good. Doesn't matter if there are facts to support it.

When I replied that I was the author and mentioned that all of the emails were factual and available via public records request from Osceola County, I was immediately BLOCKED so I can no longer comment on anything and the posts are no longer visible to me.  Mind you, I'm a 67 year old lady who pretty much keeps to herself, I am dedicated to getting out actual facts about Fred's tenure as my commissioner, but I'm hardly a "troll".   Glad I had the presence of mind to screen grab the conversation while I still had access to it.

Why is Fred and his campaign afraid of people learning some truths about #FredHawkins history in Osceola County?  I guess that explains why I was blocked months ago on the campaign page.  They are clearly #AfraidOfGranny.

Is this a man we want as the Republican Candidate?  On August 18th join me in voting for #AnyoneButFred.

Fred Hawkins: Shortsighted on the Environment

Fred Hawkins, Jr. claims to be for the environment, but frankly, his voting actions since becoming an Osceola County Commissioner in 2008 indicate otherwise.  In 2009 he fought hard for expanding the Urban Growth Boundary (UGB) on the northeast side to allow for the "Northeast District", home of the Sunbridge Development and ultimately the further UGB expansion to allow the North Ranch Sector which is estimated to bring in an additional 500,000 people to Osceola.  His campaign contribution documents list people involved in those projects as supporters.

Experts have weighed in on the plans and to me, it sure seems like a bad idea.  A report submitted to the County showed that the Master Plans fell short in their determinations on what should be important long-term. 

Additionally, the east side of Osceola County, especially the Mormon-owned Deseret Ranch is an important water recharge area for the St. John's River which serves the drinking water needs of the east coast, north all the way to Jacksonville.  Parts of Orange and Seminole Counties also draw from the St. Johns for their water needs.  To me, it makes no sense to think that you can provide water to an extra 1/2 million people if you pave over the areas that are necessary for recharging the very sources which are quickly becoming inadequate to provide for the current state population. 

Meanwhile, toward the west side of Osceola County is the headwaters of the Everglades, the water recharge area for the entire South Florida area.  All these additional subdivisions remove natural areas of water treatment and flood control that the county is then responsible to deal with.  Brandon Arrington was concerned enough with potential flooding to fight for inclusion of a $1.6 million stormwater study in the budget.  Heck, if they didn't try to pave every square inch of the county that study might have been quite unnecessary.

"Development by humans has led to the destruction, filling and paving over wetlands which has reduced the storage and treatment capacity of stormwater."

Some land is meant to be left in an undeveloped state and Osceola County's unique location speaks to its ability to perform a vital role in providing for the water needs of a fair portion of the state.  Water quality will still be dependent on decisions at the state level with regard to biosolids and such.  I don't hold out much hope for Fred's ability to maintain an objective position on that subject when I see that several of his campaign contributors are major users of biosolids, enough of an environmental concern in Brevard County to have had that county call for a moratorium on new applications.

Promoting and encouraging development, even in the name of increased tax base and jobs can be quite shortsighted.  Sure it sounds good on the surface, but our elected officials should be looking at the long term and what will be left for future generations to deal with.  Fred went all in, fighting for the rezoning to allow certain development projects despite expert opinions indicating that it wasn't in the best interest of Florida long term, specifically with reference to water needs. 

Rezoning and encouraging building in our water recharge areas and floodplains just shows that he isn't looking at the big picture for Florida when making decisions.  He caters to those that think that bringing in construction jobs and the amount of taxable assets in a county indicates positive progress and sound fiscal practices.  That's thinking on a temporary solution basis. It works for the immediate need, but doesn't prove sustainable.

Given that Florida's environment IS its economy, I've been pointing out to Fred that since you can't drink development and you can't out engineer mother nature, perhaps all his rezoning and pipe dream "Work, Live, Play" Development Master Plans aren't really good long term investments for Florida as a whole.   No companies are going to want to set up shop in these fantasy developments if they have to struggle with water restrictions and quality. Some current residents are already experiencing the effects of flooding caused by questionable development.

This is an email exchange on the subject when Fred voted to approve expansion of the UGB in August 2010.   When Orange County used common sense and voted against housing developments that threatened the environmentally sensitive area, Fred jump in full throttle to push it through on the Osceola County side, environment be damned.  He is completely misdirecting my concerns with his usual double talk, this time highlighting high paying jobs in Medical City which has nothing to do with expansion of the UGB to allow for RESIDENTIAL development in Osceola County.

Further, I think he fails to recognize that the residents of these communities may ultimately be spending their tax dollars in Orange County....since it is close and where they work. I question just where is the benefit to Osceola if all that is happening is pretty much providing the bedroom community for Orlando? 

Fred seems to fail to recognize the extended value of Agricultural and Conservation Land to the WHOLE of Florida. And I don't see any job creation and commercial tax base to offset the loss...just many more people and traffic given his thinking on developing it.  Once again catering to his developer campaign contributors and ignoring the residents that already live here.   Just more reasons I say #HellNoHawkins2020.

I've frequently been taken aback by Fred Hawkins' name calling and condescension when his constituents hold him to task.

I was more than shocked at the very first Osceola Board of County Commissioners meeting after Rachel Christian broke the Coal Ash story. At this May 6, 2019 meeting, I was the sole person who spoke and requested they reverse their decision. During the county explanation and rebuttal Fred made a comment that, quite honestly, made my blood boil. He said,

"As much as I think some people are just mad that it coming from Puerto Rico, there is a humanitarian side to this." 

I sat there thinking....did Fred just call us bigots?

Humanitarian effort? Nice spin, but I think not.

For the record, the only humanitarian aspect to accepting that coal ash would have been toward AES, a PRIVATE firm. They created the crisis in Puerto Rico and now are legally REQUIRED to clean up their mess. Osceola County's choice to accept the imported coal ash was a favor to Fred's old employers at the J.E.D. Landfill who saw a opportunity to make some money. It in no way benefitted the people of Puerto Rico. If Osceola said no to the deal, AES would still have had to remove it at their own expense, but would have had to dispose of it somewhere other than Osceola County Florida.

Constituents hit a nerve

Then there was the June 10, 2019 BOCC meeting when I was one of four speakers. During "Commissioner Comments" Fred Hawkins, Jr. from District 5 referred to his constituents as “keyboard cowboys" and Brandon Arrington from District 3 called us hatemongers. When things heat up and uncomfortable truths comes out, Hawkins and Arrington routinely resort to name calling, acting more like 12 year olds than community leaders.

Fred is always front and center for "photo ops". At the end of July 2019, he was stumping during a "Positively Osceola" Facebook live-feed highlighting an Education Foundation of Osceola County teacher supply giveaway. I was curious how many supplies could have been purchased with the fees lost from the coal ash deal non-profit waiver. When Osceola County Manager Don Fisher and Commissioner Fred Hawkins crafted the Coal Ash deal they left out the non-profits who historically receive a per tonnage fee for any waste delivered to the landfill from OUTSIDE the county. The fee was one of the concessions to get the BOCC to approve the conditional use permit which allowed the landfill to be built way back when. This isn't a mere couple of hundred dollars.....it involves THOUSANDS.

I asked the question via a Facebook comment and Fred jumped in with a response. He used the hashtag #haterswillbehaters in the response to me. I'd like to say I was shocked, but not much that Fred Hawkins says or does shocks me anymore.

If by "historical intent" he means the willingness of a senior citizen with the sole agenda of making others aware of what our elected officials are up to, well, then, color me GUILTY as charged.

So in conclusion, with Fred's humanitarian spin (a lie) on the coal ash fiasco and the fact that he thinks I'm a hater for asking questions, I say #HellNoHawkins2020.

Fast Fred Hawkins drags Audubon to his secret dark side

Wanting to put a toll road through Split Oak Forest should be an affront to every citizen of Osceola and Orange County.  This land was conserved IN PERPETUITY because builders destroyed habitat to allow development.  I don't think the intention was to set aside Split Oak Forest until another offer came along.  Fred needs to go back to school or open a dictionary since he doesn't seem to understand the meaning of those words.

So, March 5, 2018, as I pointed out in a prior post, Fred Hawkins tells me to let the process play out when I suggest that it isn't a good environmental decision to put the Osceola Parkway Extension toll road through Split Oak Forest or beyond Narcoossee Road, for that matter.

He quickly replies that he got the email and cc's disgraced former State Representative Mike Horner.  You may remember back in 2012 when Horner, who was running for relection in HD42, pulled himself from the race after his name was linked to a prostitution ring.  Ok, Mike was never convicted of anything, and as such, has since been hired as a lobbyist for Osceola County including the School Board.  I don't know about you, but it is a huge red flag for me on the questionable decisions our leaders make on behalf of the citizens.  It kinda makes me think that when it comes to politics in Osceola the citizens are in the dark about a LOT of things behind the scenes.

April 15, 2018: Hawkins passes the Tavistock email to his favorite designated Environmental henchman Charles Lee of Florida Audubon who agrees to keep this letter and their clandestine presentation a secret.  At some point in 2008/9, right after Fred Hawkins and Brandon Arrington began their reign as Osceola County Commissioners, Charles Lee changed from fiercely fighting for protection of the undeveloped lands in Eastern Osceola to acquiescing to the whims and wants of Tavistock and the Deseret Ranch people.  Sad to say that all of this road nonsense wouldn't be at issue if Charles had just stuck to his guns instead of turning into the Monte Hall of the Environment.  He's more a "Director of Development" for Audubon than a Director of Advocacy.  It's sad!  The builders know who will play, which is why Charles and Audubon are called upon to represent the environment in so many projects....he's the developers "go-to" man....an environmental sellout.

If you read the prior blog, you know about the May 2nd letter from the Osceola Board of County Commissioners to Tavistock agreeing to the April 13th letter demands. Makes you wonder just who is in charge of running Osceola County anyway?



Fred's Penchant of Keeping People in the Dark

As with quite a few of Fred's questionable initiatives (think Osceola COAL ASH), he and County Manager Don Fisher know well in advance what is coming down the pike, but rather than give everyone time to digest and study his evil deals, he keeps them secret until the last minute and rushes them through as last minute agenda addendums and surprise Commissioner discussions.  It is his modus operandi and it stinks.  We don't need this type of mindset at the state level!

Because of the continual secretive behavior, I say #HellNoHawkins2020.

Fred Hawkins: Poor Leadership when it comes to Osceola Parkway Extension

One month after that statement, Fred Hawkins, Jr. rallied his County Commissioner troops (he was Chair at the time), his henchman Charles Lee of Florida Audubon and through a series of secreted backdoor events* issued a letter to Tavistock Development supporting the very road that he said we should wait to consider until completion of the PD&E studies.

Split Oak Forest is a mitigation bank conserved IN PERPETUITY to offset destroyed habitat in other areas which allowed development on lands that encroached on important habitat.  Fred Hawkins, at the behest of major contributors to his campaign, chooses to ignore the law and actively promotes the alignment that builds the road through a portion of these public lands. 

Allowing a road to be built on lands that were conserved to offset prior development would set a bad precedent and put at risk conservation lands throughout the State of Florida.  This shows that Fred Hawkins has no regard for prior commitments made to conserve natural Florida within Osceola County when it comes to offsetting the habitat damaging over-development that he has voted for over the past 12 years.  Imagine if he is allowed to a higher post at the State level.  No area of beauty in Florida would be safe. 

It's unfortunate that on major issues regarding the preservation of our quality of life it always falls on deaf ears where Fred is concerned.  Fred talks a good talk but then does the exact opposite of what he recommends the citizens do...such as letting the process play out.

Fred cares about his constituents....NOT

As an aside, I am touched that Fred was "...only looking out for [me]" concerning a sunshine law violation. I am troubled that only by ignoring the suggestion to recall my email were the additional facts from the County Attorney brought forth which put the threat of a private citizen being in violation of the sunshine laws into a proper perspective. Based on my follow-up research it is highly unlikely. At the time, the Dorworth case appears to be the first and only instance of an indictment and the ruling exonerating him was upheld on appeal.

I honestly believe, that with the Tavistock letter in the works Fred didn't want any of the other commissioners to consider valid, workable alternatives.  I shudder to think what other citizens might do if they received similar requests from Fred Hawkins to recall emails.  My sister from NY thought he was trying to intimidate me.  I thought he was playing fast and loose with the intention of the Sunshine Law...ok.. and maybe trying to see if I'd fall for his scare tactics.  Didn't work....I just stood my ground and copied the newspapers on my reply.

Seems Fred was really looking out for HIMSELF.  In light of this, I say #HellNoHawkins2020

$155K War Chest (and counting) for a >$40K job? Woaahhhhhh!!!!!

Sometimes a comment on social media will bring about a true "why didn't I think of that" moment.  One of the better ones for me was recently left on a post concerning Fred Hawkins who is running in 2020 for Florida HD42. 

It stated:

"Fred Hawkins has already raised $100,000+ to run for a position that pays less than $40,000 a year for 2 years.   Something tells me he's not there for the paycheck, or the public service."

The statutes call for a salary of $18,000 per year for the two year tenure of the job.  However, there are adjustments made through the Appropriations Committee. This year the average salary for House Reps was just shy of $30,000. 

Now Fred makes a pretty considerable salary ($120K+)(1) from his "Landfill Certified" career with an emphasis on Governmental Affairs.  The companies he has worked for seem to change their names frequently due to mergers and he also appears to have switched companies based on potential conflicts of interests in his role as an Osceola County elected official. Still, he seems to have no trouble finding a new position at a company that won't be doing direct business with Osceola County.  Probably great letters of reference.  We know the waste industry loves him cause he gets things done, albeit at the expense of his constituents and their health concerns.

In addition, He gets a payday as President of the Education Foundation of Osceola County.  An interesting aside....Waste Connections Inc. is a major sponsor and Benjamin Gray of JED Landfill holds a seat on the Board of Directors of the Education Foundation of Osceola County. 

Of course to avoid the appearance of impropriety when crafting the deal between Osceola County and Waste Connections to bring the AES Coal Ash from Puerto Rico to the JED landfill in Holopaw, he stated that he didn't want the Education Foundation to get the historical monetary fee for waste tonnage received from outside the county "due to his employment"(2).

Mind you, the waiver of those fees resulted in the waived fees going squarely into the pockets of Waste Connections.  I still can't wrap my head around the ethics or logic of those fee waivers.  I first asked when I spoke at the Osceola BOCC meeting on May 6, 2019 why fees were waived for the non-profits and schools and  many others have asked repeatedly since that time. Yet still no one has come up with an answer.  Then again, Osceola County management avoids the hard questions if it can't put a spin on it that makes them look good. 

When I am checking out a candidate, one of the first things I do is see who is contributing to their campaign.

For some reason, I find it counter intuitive to believe that real estate developers, attorneys, and waste industry people are willing to back a person who will go the extra mile to strengthen environmental protections, preserve land, water, natural resources and quality of life as the current citizens want and deserve.
